Recent Changes to the Student Conduct and Hearing Procedures
The RTC Board of Trustees approved changes to its Student Conduct Code and Hearing Procedures as an emergency rule filing at the regular Board meeting on May 21, 2025. The revisions are in response to a federal District Court ruling which vacated the U.S. Department of Education’s 2024 Title IX Final Rule which was incorporated into RTC’s student conduct code on November 30, 2024. These revisions will bring RTC’s student conduct code back into compliance with Title IX regulations as they stood before the 2024 Final Rule as well as provide additional clarity as to when the standard procedure or Title IX procedure applies to sexual misconduct cases.
As an emergency rule filing, the changes take immediate effect while the college proceeds through the permanent rule-making process. The updated Student Conduct Code and Hearing Procedure can be viewed in full and is accessible on our Student Rights & Responsibilities page.
A public hearing to receive comments on the changes will be held on October 6, 2025, at 2 p.m. in C-110 and on Zoom. Interested students are encouraged to attend both.

RCW 34.05.270
Within existing resources, each state agency shall maintain a website that contains the agency's rule-making information. A direct link to the agency's rule-making page must be displayed on the agency's homepage. The rule-making website shall include the complete text of all proposed rules, emergency rules, and permanent rules proposed or adopted within the past twelve months, or include a direct link to the index page on the Washington State Register website that contains links to the complete text of all proposed rules, emergency rules, and permanent rules proposed or adopted within the past twelve months by that state agency. For proposed rules, the time, date, and place for the rule-making hearing and the procedures and timelines for submitting written comments and supporting data must be posted on the website.
